The Edenvale Precinct from its origin as a family residence has evolved over the years to offer visitors a unique destination that embraces heritage, culture and the arts. It plays host to the Pinjarra Festival, which attracts more than 25,000 attendees annually, and other regional events.
In 2012 the Conservation Plan was adopted, followed by the Edenvale Homestead Landscape Master Plan in 2018; and in 2021 the Place and Activation Plan 2021 to 2031 (Activation Plan), outlining actions to achieve a vision for the Precinct. Since, remedial works at Edenvale have been completed and activation strategies employed.
A key finding of the Activation Plan was the need to implement a Masterplan to support the Precinct vision. The earlier 2018 Masterplan covered the Edenvale grounds and immediate surrounds. The Shire identified the need for a broader strategic review to create an overarching vision to maximise the activation and sustainability of the greater Precinct.
The consolidated Edenvale Heritage Precinct Masterplan (Edenvale Masterplan) incorporates the Edenvale grounds, Henry Street Pinjarra and the surrounding Murray River foreshore reserve including Glebe Land.
Funding currently allocated for related projects is listed in the timeline attached. The Edenvale Masterplan’s endorsement paves the way for future projects and associated budget allocations, by the Shire and external providers, government and others.
The Masterplan is now open for consultation.

What does the Masterplan cover? Why a new one?
The consolidated Edenvale Heritage Precinct Masterplan (Edenvale Masterplan) incorporates the Edenvale grounds, Henry Street Pinjarra and the surrounding Murray River foreshore reserve including Glebe Land. This is a larger area than the earlier 2018 Masterplan, for holistic planning of the Precinct.
The Place and Activation Plan 2021 to 2031 (Activation Plan) remains as the guide for activation in the Precinct. The new Masterplan focuses on the physical place, outlining siting of elements and facilities, upgrades and improvements to the site, access and parking, and the materials to be used to unify the look and feel of the place, while retaining its heritage and sense of place.
The Edenvale Masterplan’s Council endorsement paves the way for future projects and associated budget allocations, by the Shire and external providers, government funding and potentially other grant funding.
How long will it take?
The stakeholder engagement is being undertaken during January and February 2026 for consultation with relevant stakeholders. The final Edenvale Masterplan will then go to Council for endorsement, planned for March 2026.
Works on the currently funded projects are planned for completion by end of 2027, with future projects expected to follow.
What will it cost and what funding is currently available for the Edenvale Heritage Precinct?
Funding currently allocated for projects within the Edenvale Precinct includes
- $750,000 of Federal funding for the Edenvale Heritage Precinct – Ablution Facilities (Toilets) and Lighting Project – to allow for large and small scale events and
- $170,000 allocated in the Shire’s Capital Works funding for Edenvale Accessibility/ Landscape Upgrade Project including carpark (asphalt surface) and access paths.
Other future works, upgrades and amenities that are indicated on the Masterplan will be costed as independent projects and funding sourced to suit, over time.
What impact will upcoming works have on the Precinct?
The Toilets and Lighting Project, which will allow for large and small scale events in the Precinct, will be managed to reduce impact on the user groups at Edenvale. Onsite management will be negotiated as needed, and users advised ahead of time of works, which will include ground works such as trenching. In preparation for the works, Council at its Ordinary Council Meeting on 27 November 2025 approved advertising of a proposed closure of a portion of unmade road reserve between Lot 8 and Lot 10 Henry St. This has been factored into the Masterplan which clearly indicates access and parking.
Carpark and path works will temporarily make the gravel carpark off Henry Street unavailable, and alternative access will be provided. Again, this will be advised well ahead of time and timed with consideration of events and activities.
Toilets will be available throughout works.
