Short Term Rental Accommodation Planning Framework

Amendment No.329 to Local Planning Scheme No.4
The Shire is required to update its Local Planning Scheme No.4 (LPS4) to include the following Short Term Rental Accommodation (STRA) related land uses:
- Hosted Short-Term Rental Accommodation (i.e. Bed and Breakfast)
- Tourist and Visitor Accommodation
- Unhosted Short-Term Rental Accommodation (i.e. Short Stay Accommodation)
Accordingly, Amendment No.329 to LPS4 has been prepared. The proposed amendment will not be retrospective, meaning existing registered STRA will enjoy continued use rights without implication.
“Unhosted Short-Term Rental Accommodation” Local Planning Policy
Given that STRA has been operating successfully within the Shire without the requirement for a development approval, it is proposed to continue with a business-as-usual approach by generally exempting STRA from development approval by way of a new “Unhosted Short-Term Rental Accommodation” Local Planning Policy. This exemption is not proposed to apply to new Unhosted STRA in Dwellingup, however, where there is growing issue with STRA absorbing available permanent housing stock. The objectives of the proposed Policy are to:
- Allow existing ‘Unhosted Short Term Residential Accommodation’ (STRA) to continue operating.
- Exempt ‘Unhosted STRA’ from the requirement to obtain development approval in appropriate locations.
- Limit the number of new ‘Unhosted STRA’ within Dwellingup townsite to the town centre.
- Ensure that new ‘Unhosted STRA’ within Dwellingup town centre are consistent with the character and amenity of their setting.
- Ensure that new ‘Unhosted STRA’ are appropriately serviced to meet the needs of visitors.
