I don't think it needs to be redesigned, leave it as a pedestrian access way
Install new barriers at the eastern end of the access ways allowing pedestrian access only

Hardstand the access way and allow pedestrian and vehicle access to the DBCA western gate, and install a vehicular turn around at the western end
