Building Services is responsible for the assessment and approval of building works within the Shire of Murray.
Under State legislation a building licence is required before commencement of most building work. Formal approval (a building licence) is required for any building work involving the development of new structures, alterations or extensions and changes in ground levels.
These include:
- Swimming Pools and Spas
- Sheds / Garages / Workshops
- Patios / Verandahs / Gazebos / Pergolas
- Retaining Walls
- Residential Dwellings / Granny Flats / Additions and Alterations
- Commercial Buildings including fitouts and refurbishments
- Industrial Buildings

To obtain a Building Licence, a Building Licence Application Form together with two copies of all plans and specifications must be submitted to the Shire’s Building Services team. If the total value of the work exceeds $20,000 a licence can only be issued to a registered builder; or in some circumstances an owner builder.
Where an owner would like to undertake any proposed works over the value of $20,000 then that owner needs to complete an Owner Builder Statutory Declaration (OBSD) and submit it to the Builders Registration Board (BRB) along with the appropriate application fee.
This OBSD form can be obtained by downloading the document from the Builders Registration Board. The Owner Builder Statutory Declaration is to be submitted directly to the BRB.
